Depending how deep the scratches are, something like this product should remove those marks.

Start with removing the sap and residue. Here are some sites that came up in a Google search and most use the same kinds of things to remove the sap:
How to Remove Tree Sap
BMW World - How to Remove Tree Sap
Several solutions here:
Google Answers: Safest way to remove dried sap from an automobile
Since they mention both bacon grease and mayonnaise, I say pick up the fixin's for some BLTs. Yum.
Polishing out those scratches will be a tough job. One that I am not prepared to advise on.
I remember reading a thread here, where someone is a detailer? They had hand buffed out swirls and scratches, showing the steps along the way. That car, when it was finished was so shiny, that you couldn't tell you were looking at a car paint job...
It looked like a dark distorted mirror. I couldn't tell what part of the car was featured in some of the photos, it was just all shine!!!
Do I remember who posted it? Do I even remember where it was posted? NO!!!
But it's probably in the Fit Care section here:
https://www.fitfreak.net/forums/fit-care/
You might want to cross post over there (if that's ok to do) or ask a moderator or administrator to move this post over there.
Aha, found the thread I was thinking of specifically:
https://www.fitfreak.net/forums/fit-...black-gd3.html
A list of details with images done by qbmurderer13:
https://www.fitfreak.net/forums/fit-...-detailed.html
See how in the first images, the car is all scratchy? For the B1stro detail. LOOK and be amazed at the after photos. Like the one that shows the reflection of the wheel in the door. The one right after that, I don't even know what part of the car that is, it might the hood. It's impossibly shiny.
He might be able to advise on the best way of all the ideas on sap removal too. BLT's are still a good idea though, even if you don't cover your car with bacon grease.
Good luck and we always want to see pictures. Fingers crossed, I hope to see perfectly shiny "after" photos!
Edit add-on:
Go check out THIS thread of qbmurderer13's work on Storm Silver...

It's GLEAMS!
OK, I just got goosebumps...

Ouch. Thanks for showing me this thread taffetawhite!
I do all my polishing using a porter cable though and not by hand. Although I recommend you pick up a product called Meguiars swirlX and a foam pad and some microfiber towels. Read the instructions on it. Wash before and after and from now on only use paint safe products like microfiber towels and sheepskin or chennile mits. Also use a clay bar after a wash and before the polish. This will remove the sap and leave the paint smooth and ready for polishing (swirlX). Please be careful as you can make it worse.

WOW I would Not use nail polish remover!! It will probably take take the paint off with the sap (Yikes). I would use WD40 & my thumb nail if the sap is fresh; if it has setup & will not move when you push your fingernail in it try denatured alchol. Try it first under the bumper or somewhere you can't see. I have used D.A. b4 on a car that was splatterd with house paint primer and it didn't hurt the paint, but that was a 2000 chebby.
After getting the sap off get 1 sheet of 2500 grit wet sanding paper, wash the area well and rinse. Tear the paper in half, fold into 1/3's and with soapy water (this cleans the paper and lubricates the surface for quicker cutting) sand in a circurar motion untill the deeper scratches start to minimize. For a spot that small you can hand buff. Get Megqiaires heavy cut(orange in color) (you'll only need just alittle and dielute with a drop or 2 of water.) This will take the haze away from the 2500 then Meg's hand polish (product is grey in color)& polish to a luster then wax and no one will know.
Till they paint cars with Teflon Non Stick leave the pot scrubbers at the sink. :)
Good Luck
Looking at it again it really isn't that bad, It will be as good as new, just take your time and don't get discuraged ;) and post some pic when your done.

not sure if you already fixed that, but if i was to do that, i would use some Griot's Polish3 or 2 on my 3" random orbital and just polish it out as much as possible.
it appears you went pretty deep so might not be able to get all of it out. but it will look a lot better. :)
