1996 Accord Lx V6 Engine RPM surging ?

1996 Accord Lx V6 Engine RPM surging ?
After driving in highway for 15 minutes or longer, the engine speed
meter starts moving back and force, i can feel the engine RPM surging,
the vehicle got some "pulsing" effect, after a while , "pulsing"
symptom disappear, but feels like the acceleration become slugish,
since engine speed meter still moving back and force, (well, most of
the time , stays at 0), i don't know what RPM the engine is at.
It seems like i have to shutdown the engine, let it completely cool
down, before the engine meter come back to normal again. And in hot
weather, this problem happen pretty quick after i get on the road. A
while ago when the weather is cool, it didn't happen on my way to
work(30 miles high way).
Can anybody give me some hints on this?

what's your coolant level? look inside the radiator when cool, do NOT
rely on the level of fluid in the expansion bottle.
