Service: Do regular B1 or "winter package"?

My maintenance minder is showing B1, which lists:

Replace engine oil and oil filter
Replace fuel filter element (low pressure) Drain fuel filter (high pressure)
Inspect front and rear brakes
Check parking brake adjustment

Inspect these items:
Tie rod ends, steering gear box, and boots
Suspension components
Driveshaft boots
Brake hoses and lines (including ABS)
All fluid levels and condition of fluids
Exhaust system
Fuel lines and connections

This comes to about $200+tax at the dealer, who also says the B1's brake service includes cleaning and adjusting the brake pads, rotors, calipers, sliders, etc to maintain them and keep from premature seizing.

The same dealer has a winter package promo for $80 + parts/supplies and tax, which includes oil/filter change, "complete 4 wheel brake inspection", tire rotation, multipoint inspection, etc.

I'm trying to clarify what the "complete 4 wheel brake inspection" means, but even if it's just a visual inspection of pad thickness and hose/lines, based on the last B-level inspection less than 2 years ago (6mm left on front brake pads, after 4 years of driving... I'm a light braker and don't drive it daily), I'm pretty sure my brake system can go another 2 years or until the next B-level maintenance.

Should I just go with the winter package and save $100?

Just tell them to do the A1 service. That's an oil change. Splurge and get a new filter. They'll inspect all that stuff anyway (at least the Honda dealers here do). Takes them a minute to eyeball those things. It's not like they're disassembling anything to check (maybe pulling a rear drum but that's like 15 seconds if they're rotating the tires anyway). They want to sell more service.

There's nothing magical about "B" level maintenance. The brakes could need replacing anytime.
