Unless there's an extra fuel cut valve, the engineer only has two choices - shut off the injector which is in the throttle body, or shutting off the fuel pump. Shutting off the pump wouldn't immediately cut off the pressure to the injector and there would be all kinds of flow issues as the pressure gradually decreased to zero so you're pretty much left with shutting off the injector.
FWIW, my 1988 Samurai had a computer controlled carb that included a separate fuel cut valve to control emissions on decel.

Jazz/Fit have individual injectors set in the HEAD NOT THE TB.
IF (and it's a very big if) one had a speed limiter all the limiter would have to do is bank the injectors just like the RPM limiter.
Simple solution to a simple problem no need to try and get fancy like using the fuel pump or other solutions. It works fine for RPM limiting and would work just as well for Vehicle speed limiting.

Good point. According to my manual for 6800 rpm in 4th gear the maximum speed is 114 mph, which means you were bumping the ignition cutoff at max rpm. (the o/a gear ratio is 4.16:1 in 4th; so for 6800 rpm the tires wwere spinning at 1634 revs/min.) With a 195/55x15 tire that has a circumference of 6.13 ft thats 10020 ft per min or 113.86 mph.
A quick look at the aerodynamics says the Fit can't get anywhere near 115 mph in 5th on level road.. Only in 4th. In 5th at 115 the rpm is 5500 and there isn't likely enough hp there to reach 115. On my car on track the top speed of 100 is only reached in 4th at about 6000 rpm but it is an automatic. And if I'm not near 6700 rpm in third when I shift I can't get at least 6000 rpm in 4th. numbers, numbers, numbers.

This is an old thread I know, but I figured I'd add a story.
The other day I was on the interstate and figured I'd see how fast the ol' Fit would go. I had only been up to about 110 before and I figured it wouldn't go much higher than that, but what the hell.
So I'm accelerating in 5th gear: 105...110...115.
Suddenly I feel a jerk and acceleration stops. Felt like hitting the rev limiter although I wasn't at the red line.
So I'm still going to say the Fit has a speed limiter at 115 miles per hour.
