the gas tank location helps in lowering the center of gravity. centering the weight of the car between the front and rear axles. letting the rear of the vehicle lay flat "magic seats". the shape of the gas tank and floorboard of the fit is very rigid as well. heck, i bet it'd be harder to syphon gas out of the tank with it being so close to the ground lol

 

With the litigious society we live in, Honda probably did a lot of homework on safety and location of things.
