Well, re-matching all your downshifts will be easier on your clutch and smoother for passengers. Personally I do heal-toe ANY time I am downshifting while breaking (which actually is not that much for FE reasons, staying in one gear while slowing down will keep the car in fuel shutoff mode longer).

where i live, there are a lot of hills.

if you live here as well, you'd find yourself in neutrel, going down a lot of hills, and having to rev match when the road flattens to get back into gear.

I'm gonna have to disagree with you on that one. the point of heel-toe is to minimize as much as possible the weight shift of the car when down shifting.
I think you're both right. The point of downshifting while braking instead of waiting until you're done with the braking is to get on the gas faster. And then you have to use heel-and-toe to do that. Which I'm having some trouble with in the Fit, it's not as easy as on my last two cars. I can't seem to get it to exactly the right speed. I guess it's better to err on the side of too much throttle and then time it with the clutch so that the revs to come down to approximately where you want them before it engages? Ah well, good to know that some of you can do it well, I'll keep practicing.
