Yes you can. But with a larger hub bore it throws the wheel off from being centered. Thats what the hub bore adaptors are for. I have a set of wheels that are 74mm and I had to buy hub bore rings to reduce it.

Yes just get some hub-centric rings like mentioned above. You could do without since it is just 2mm difference, but not sure why anyone would want to when a good quality ring will be about $20 for all 4 wheels. Hell maybe even cheaper than that stateside, I just purchased some directly from Rays here.

I think you are a bit confuse about it. Most aftermarket wheels bore sizes are NOT the same size are your hub bore. To fill in that gap you need to purchase a hubcentric rings where the inner part fits your hub bore (I don't know what the fit is) and the outer part of the rings fit your rims.
