Yeah, wider tires for the 14" rims were also a no-go where I live. 14" rims = econo thin crppy tires.
That's why I kept the stock rims, went 2 cm wider in tyre size (195/60R14) and I'm done for wheels.
But now adding 2.5cm spacers should prove interesting.

I have a chance to buy H&R wheel spacers, like these King Motorsports Unlimited, Inc. # 5024561
I would put them on the rear only - any advice or comments before the cash changes hands?
I have 14" stock rims and 195/60R14 tires, and it looks like there's room to go out an inch.

If you use spacers try to choose wheels that will keep the inner wheel rim about same distance from hub as original.

Yeah, the wheel bearings would suffer...
Actually today I went to pick them up and one of them is banged up pretty badly right where it goes into the hub!!! So I passed on buying them - the seller had neglected to mention that minor detail...
So I'm back to square one.
