They are EM2 Civic headrests.
I bought these wheels locally in VA. And had them painted. They do not come from Kosei in that color

The paint was done in Gloucester. It was in the shop for about 2 months for the respray. It was an insurance claim that I filed when it snowed last winter. Hopefully I will have a beater so I dont have to drive it as much this winter.

Was the paint by any chance done in Gloucester, VA? I live [for now] in McLean. I may need a good light sand and clear coat or two on a car that's starting to show paint age. Your paint job surely looks like it was done by someone I could trust.

man, that thing is super clean. Not to sure about the wheel color, i think the Kosei's in either silver or white would really make the blue stand out.
