Hid Foglight With Hid Headlight Problem

HID Fog with HID Headlight Problem
Hi,

I am new to here and I have a question about the HID Light.
I brought the Philips H4 Hi/Lo HID Kit and the H11 Fog HID Kit.
First I just install the H4 Hi/Lo Headlight kit and it work fine.
After a few days, I install the Foglight H11 HID Kit and it also work fine on the first day. But after that, the HID Foglight start to only turn on one light bulb and sometime both on. Until now the Headlight also start like that, only one bulb on sometime and sometime both on.
The HID Headlight and Foglight both are Philips Kits.
They also have the HID Wire Harness with Relay and get the power directly from the Car Battery.
I konw the problem like that mean Not Enough Power but isn't the HID Wire Harness getting the power directly will solve the problem? But how come still like that? Also, is it only the Headlight HID Kit install the battery still work fine but if install Both Headlight+Foglight together the Honda Fit can't support that much power even directly from the Power?

Please help me on that.
Thank you so much...

HID's only draw more power during startup. After that, they draw less power than halogen bulbs. Are you starting both your headlights and foglights at the same time?

Thank you for reply.
I only start one by one not both at the same time. Usually which turn on the last will have that problem.
I already add the HID Wire Harness with Relay to the Headlight and also to the Foglight but still have the same problem.
Is it about the wire and the lower grade of battery? Becuase I drive Accord before but with out that happen.

I have two pairs of 3K his headlights for my car laying around, they seem like they could work, besides the whole heat issue. In my car you can feel the heat coming off of them without touching the lens.
