Smile High RPM during deceleration

Hi, I have a 2011 Honda Fit AT with 95k miles on it. Here's the problem I'm experiencing. When I'm driving around 60mph or more with RPM around 3k and then I stepped on the break for a few secs to bring my speed to about 40mph, suddenly my RPM goes to 4k.
Is this normal? I thought the RPM should slow down since I am not pressing on the gas pedal.
Any suggestions or comments are welcome.

Thanks.

The transmission is downshifting for you to add some engine braking. I believe it's normal—it's how the computer is programmed to operate the transmission.
