repainting axle back question

So my car went through it's first Chicago winter this past winter and the salt ate away the back part of my megan axle back near the dual tips.

I'm planning on repainting it black, what should I use to remove the old paint? I've looked around, is duplicolor high heat ceramic a good choice?

Sand it down or use paint stripper. Make sure to tape the parts you don't want to get painted/paint stripper to get on.. I used that Dupilcolor paint on all the mufflers I painted.
