Missing a part from the factory?

While changing the oil the other day, I was inspecting the engine for anything that could have made its way loose. While doing this, I noticed that my headlight on the passenger side was missing a plastic cover. It's the long cover that connects to the fender and the headlight. I think it covers the adjustment screw. It's got the holes for it, but it's not there. I went to the dealership today and the part was not shown for the passenger side, but it does appear that it should be there. So, is this something well known or does everybody have the cover they should have?
