first off, this is certainly in the wrong section. I think this should be in the "care" section or whatever its called for all the cleaning related issues. Next, you are putting tire shine on ur wheels?! If u are, then there ur reason for ur wheels getting so dirty... basic science, dirt sticks to oil..

Try this....next time you wash your wheels, get yourself so good spray way such as Duragloss Aquawax (can be found at Car Quest) or Prima Hydro (Detailers Paradise) and apply to the wheels like you would a quick detail spray. Also, what are you using for tire shine?

exactly.
i would hate to clean those wheels!

yeah, tire shine and all that kind of acts like a magnet to dirt, or just any other particles..

u shud take each wheel off, give it a gd clean.. apply a few layers of wheel wax, dirt will come straight off.. make sure u also wipe in the tyre shine and not let it sit...
