Lack of money and OBDII is the reason. If the car fails the first time but passes then its every year.

Dont you have to have a vehicle inspection every year where they check brakes,tires and lights?

Inspection

Yup, Safety and Emission inspection once a year. Two seperate stickers, and you can't get a new safety sticker without a new emission sticker. Safety is lights, brakes, tires, rust, wipers, suspension etc etc. Back in the 70's or 80's safety used to be twice a year (before my time). Big trucks are still twice a year. Edit - Only good thing is no one actually checks on CARB kind of stuff, as long as the MIL isn't on and the exhaust isn't Harley loud we can modify pretty freely.

That's because of the Hills. I drove through there a few years ago. Its really hard on those cars and especially trucks.

Its very nice there, I remember hitting the boarder and it looked totally different. Those rolling hills are site to behold.

Same thing here. 1st 5 years, no emissions check at all, but they charge the $25 anyway. After that, they just look at the panel and see if the light is on. If not, they give you your certificate, chareg the $25 and send you on your way.
