That sounds like a stall tactic to me. They're hoping you get discouraged and forget about it.

"Common sense" tells me that if the flaw is under the clearcoat and that you can't feel the scratch on the surface of the clearcoat then they won't be able to "buff it out". If that would work then they would have gone through the clearcoat.
