They would certainly not be plug and play for the normal USDM Fits, even if Honda sold the EV parts (which I think they are not doing, as they are only leasing the EV Fits, rather than selling the cars outright). The manual climate controls in the US Fits are pretty much completely mechanical; turning the knobs moves various baffles in the ductwork to direct the air in different ways. Any of the electronic control setups would require reworking or replacement of various other parts of the HVAC system to operate.
The actual control switches might be plug-and-play replacements for the automatic climate controls on non-EV Fits/Jazzes in the parts of the world where they're available, even though there are some significant differences in the rest of the system. (A non-EV fit wouldn't have an electric heater, for example.) They could also be unique to the EV model for all I know.

I wonder if its possible to get a comparison of the parts diagrams for the mechanical vs auto system(including the whole system, not just the controls).
I have no idea where people find those diagrams.
I suspect there might be a bit more to it than swapping out a few parts.

Iirc, I entered a EU LHD EX-L model, you can search by pretty much any market in the EU on that site... but the prices are bloated.
Just like the OEM panoramic roof, unless you can get really cheap used parts... it's just not worth it.

To expand on FitStir's post, I'm pretty sure you'd also need (at a minimum) the following, as well as a bunch of wiring, screws, and other small parts, and the know-how to hook it all together and get it working:

Thanks for the links and info guys. ive been trying to compare the diagrams side by side and it looks like there are a few add on companants, while the core of the assembly is the same.... at least for the sections you showed me.
