What are those bumper punchouts?

What are those bumper punchouts?

So this question may show my ignorance about all things Honda, but I'm just curious what the 2 cutout areas on the FIT bumpers are for. I see they're plugged in the US model like mine, and in the pic below:

But in pics someone from CA posted, they're exposed and I can't tell why:

Apologies if I shouldn't link to others pics like this, but they were good examples. Too bad that first FIT isn't in the condition in the pic anymore.

from what i've read in the owner's manual, theyre used to move the car if its stuck.

they are use for your stock tow hooks so if you get stuck some where usally you will find it with the bag that has the lugnut remover and the jack stuff in your wheel well

^yea what he said. you can screw the tow hook in there to pull your car out of a ditch/mud or something. it should say in your owner's manual.
