Tire sfor 17s no rubbing?
Rims are 17x7 +43 and is going to be lowered with Tanabe DF210s.
What tire size can I use without rubbing?
Will 205/45/17 work? I don't want to go 40s tires because we have bad roads from where I come from. What options for tires do I have with those rim specs?

Go 205/40/17. 45 might be too big.
If your roads are bad then suck it up and run 16's if you're really scared of ruining some rims. That way you can have more rubber there.
Personally I am going to go 15's on my GE. I know people think they look small but I think it will be nice.

Go to Miata tire calculator and figure out what the differences are in the speedo. I don't think either size you are talking about results in more than 2mph difference between the speedo and actual speed.

205/45 is fine try this site compare them from your stock tire spec to what you want to run Wheel / tire size calculator / comparer - RIMS-N-TIRES

205/45/17 with 43 offset should be fine even if you are lowered. if you go with any offset less than 42, you can either go with a smaller diameter tire if you decide to lower. If you use 205/45/17 with an offset lower than 42, then you'll have to camber the front or roll the fender. The rear should fit fine.
