People with 38+mm offset rims
Would you mind posting up pictures of how far you rolled your fenders? I recently bought some new rims (15x6.5 Konig Feathers) and for some reason, thought the stock wheel offset was 45+, and I should be fine. Turns out it is 55+ and now it's rubbing like crazy. I did a minor fender roll, but still getting rubbing. Just need to know how much I need to bend the lip back. Again, pics would be great. Thanks.

Ok, I *think* I found the culprit. It's the plastic bit sticking out by the screw head. I put some masking tape over it earlier today and when I got home, there were some rub marks on it. I'm going to try and dremel that down a little bit to see if it alleviates the rubbing.

^^ Yep, that would be a good starting point. I would suspect trimming the black plastic down flush with the metal lip that the bumper butts to would be a good start... however...
If you want to verify prior to cutting either put some tape, chalk or white shoe shine/polish on the area for the bumper screw and test drive the vehicle. If it rubs away some of that marking then that is the culprit.
The first time I ran 205s, they nipped the rear bumper in that same location and I just let them wear down till they cleared. If you are rubbing up front, you should "pop" the fender liner over the metal tabs on the front fender and "squeeze/push" up the metal tabs to aid clearance.

Hootie, great minds think alike. Look at my post above yours.
I used a file to shave the plastic part down this morning. So far, no rubbing, but haven't gone over any hard bumps, either.
Worst part of this is, I trashed the inner lip pretty bad trying to bend them back, which apparently may not have been needed... I need to sand and spray some paint on them soon.
EDIT: Ok, so it looks like the little plastic tab was the culprit. Before anyone goes spending money on rolling fenders or doing a hack job on the paint like I did, file down that nub first!

Just an update for those that may come across this thread in the future:
Since the last "fix," I was still getting some rubbing when going over a hard bump and/or carrying cargo/passengers. Admittantly, much better than before, but still was an on-going issue. I filed down the plastic lining of the bumper quite a bit and have done enough hacking to call it quits.
Currently, I am in the process of buying some stock 15" Civic wheels with a 45+ offset. I am hoping this will resolve it. If not, plan B (or is it C?) is to sell the 205/50/15 tires and go with 185/60's. If that doesn't solve it, I'm walking.

Run some camber and it will help the rubbing. Get some camber bolts and go maybe -1* to start and see if that helps. Are you rubbing in the rear? Idle so again shim the spindle plate to get about -1-1.5*.
